The origin of the Outer Circle is proposed in this story, as described in a dossier from the first Revolution.
Gavrilo Princip (The Revolution), the man who killed Franz Ferdinand of Habsburg-Este in 1914, starting the First World War, was saved by Wulf Fortunov, a Latverian nobleman (The Power).
In 1922, a meeting was organized with three other characters.
Etien Argent, The World's First (Secret) Multibillionaire (The Money).
Ika Agboje, former Chief of the Wakanda Engineering Vanguard (The Machine).
Ana, the most authoritative underground artist in Europe (The Love).
Their goal is to guide humanity towards a new utopia, controlling the powers of the world from the outside.
Princip has only one goal, from the very beginning, to stop the other members of the Outer Circle.
The Revolution is now Bucky Barnes, who has the same goal anyway.
His only ally seems to be Ana, The Love, even if her purposes are mysterious.
Bucky informs Peggy Carter of his mission, allying with her.
His first move as "The Revolution" is "Sharon Carter to Captain America."
