Civil war in Springfield between the upper part of the city, inhabited by the richest, and the lower part, inhabited by the poor (Simpsons included).
It all comes from the use of the city's water, which is found in the lower part.
When the rich seize the lake in the lower part, the citizens rebel and build a wall.
Milhouse finds himself at the upper part, with his father, so Bart tries to scare him away.
To do so, Bart ends up breaking down the wall, but in the end peace returns to the city.

To always be ready for action he wears them all and ends up having a collapse and Milhouse has to replace him for a week.

As co-protagonists Krusty takes some citizens of Springfield.
The movie is a flop, but Krusty ends up provoking the wrath of the other residents of Springfield after some offensive statements.
