John Lynch is tortured by Miles Craven, head of the IO, to find out where the Gen13 are hidden.
Michael Cray (Deathblow), returning from a mission against Kaizen, sees him in a dream and decides to help him.
He begins his search from his home in San Diego.
Alicia Turner, deputy director of PSI operations at IO, also has the same idea and the same goal.
Alicia is attacked by the Gen13, who consider her an intruder in their home.
Deathblow arrives while the fight is underway and joins his friend.
Only Anna's arrival puts an end to the battle.
The group travels to San Francisco to search for Lynch at an IO base.

Backlash and Taboo set off in search of the scientist who framed Taboo, protected by the government as a repentant.
Branum is also protected by two other ESPs (Powered Beings): Serge and Mahkinot.
Backlash and Taboo manage to resist their attack, but then Lilitu arrives with her men, also interested in Branum.
Backlash saves Taboo's life, but the effort causes him to collapse.
