Captain America and Falcon face the urban decay of New York, amidst pickpockets and drug dealers and their victims.
During a patrol Captain America finds a man who looks like a homeless man and chases him to help him: it is Vermin, who sends an army of rats against him.
During the fight Vermin reveals that he has masters, the same ones who had turned Arnie's boyfriend into a giant monster and want Cap dead.
Falcon decides to run for congress, to improve the lives of his fellow citizens.

After defeating the Lords of Evil, Moonstone (aka Patricia Starr) decides to surrender and testify against the others, having Hank Pym acquitted.
Meanwhile, on Titan, Eros is tired of comforting Elysius (Captain Mar-Vell's ex-girlfriend) after his friend's death and decides to leave in search of adventure.
The Avengers hold a trial against Hawkeye (already acquitted by law) for the death of Egg Head.
After Hank's testimony, they too acquit him. Pym decides to leave the Avengers anyway.

The Master of the World has captured Puck and Namor and reveals that he is the architect of Marinna's transformation.
Mr. Bochs (aka Box) receives a visit from Mr. Jeffries, a mutant capable of creating advanced technology with telekinesis.
Heather Hudson, in the hospital, receives a visit from Logan / Wolverine.
Puck manages to free himself and then free Namor, causing the Master of the World to lose his helmet with which he controls his body and the ship.
The ship is destroyed and Marinna returns to normal, but refuses to meet Namor out of shame.
