Authority, after the death of Jenny Sparks, begins to solve international crises on the planet.
Their actions make them famous among the people, but attract the resentment of heads of state, including the President of the United States (Bill Clinton).
The Doctor explains to Jack Hawksmoor, the group's new leader, that Jenny has probably been reborn as a 21st century spirit, but he hasn't tracked her down yet.
Dr. Krigstein, head of a secret department of the American army, is also looking for the newborn, but to kill her.
The Doctor finds and rescues the little girl in Singapore, but is attacked by American super-agents, a dark version of Marvel's Avengers.

The Doctor is about to be killed by the Avengers, but Jenny Quantum manifests her powers, allowing him to call for help and take her to safety.
While Authority faces the Avengers, Doctor is attacked in the dream dimension by Vision.
Engineer kills Hulk by taking him out of the atmosphere.
Thor weakens Apollo by depriving him of solar energy from his cells.
Captain America and Thor brutally beat Apollo and rape him.
Midnighter convinces Iron Man to leave his military career.
Soon after, the Doctor returns and informs his companions of Jenny Quantum's kidnapping.

The Battle of Singapore becomes public knowledge, probably due to the corpse of Titan (Giant Man) in plain sight.
The media blames mysterious terrorists, but Authority reveals to the world that the US military is responsible.
Engineer discovers the origins of the person responsible for Jenny Quantum's kidnapping.
This is Dr. Jacob Krigstein, appointed by Eisenhower in the 1950s to deal with the Russian super threat.
With the huge funds at his disposal he created hundreds of supers, hidden in bunkers inside various American cities.
Jack Hawksmoor spots one in New York and prepares to attack, but they are anticipated.

Given the large number of enemies, who are hitting the main world capitals, Authority decides to face them separately.
Despite their numerical inferiority, they manage to eliminate their opponents with ease.
They are also aided by other augmented beings scattered around the world.
Midnighter sodomizes Commander (Captain America) to death (with a drill), avenging his partner.
Swing easily enters the secret base in New York, thanks to the help of Jenny Quantum and proposes to Dr. Krigstein to work for the Authority.

Rome is destroyed by a storm during mass in St. Peter's.
In Chechnya, Authority convinces the Russian army to withdraw from the invasion, without firing a shot.
Jack Hawksmoor and Midnighter track Doctor to a seedy hotel, having overdosed.
At the United Nations they discover that Rome is not the only victim of shocking and anomalous climatic events, but New York is about to be destroyed by a freak wave.

New York is completely submerged by the tidal wave and the Authority can only save a limited number of people.
Soon after, a volcano erupts in the heart of San Francisco, causing more casualties.
When they finally have a moment of calm, they try to find out who is behind those disasters.
Midnighter speaks with the former Doctor in prison and discovers that it is the Earth itself that wants to destroy humanity.

Doctor recovers from his overdose and returns to the Bleed, but it is too late to save humanity.
Midnighter learned from the former doctor that the Earth will reverse poles in two days, killing everyone.
Authority evacuates all humanity to other parallel dimensions.
Now that the Earth is deserted, they make a deal with the old Doctor, who convinces the Earth not to flip the poles, in exchange for his powers back for an hour.
Doctor challenges Authority to stop him.

The G7 send a high-tech hitman to eliminate Authority on Career and replace it with their trusted agents.
Seth enters Career by growing up inside a pizza delivery girl.
The first to fall is Apollo, who is burned in the face.
Midnighter barely survives the fight, but Doctor, Engineer and Swing are not so lucky.
Midnighter manages to save Jenny Quantum, while Seth attacks and devours Jack Hawksmoor.
After saving Jenny, Midnighter returns to the Career and tries to kill Seth by pushing him into the ship's engine, sacrificing himself.
The spaceship crashes and the new Authority (with members very similar to the original team) takes possession.

The new Authority acts to protect the interests of the world's richest, who pay them.
When they are not on duty they spend their time having wild orgies.
Colonel had three prostitutes sent to him identical to Jenny Sparks.
Last Call and Teuton have fun using Apollo as a punching bag, keeping him constantly in the dark and weakened.
The other former members of Authority also survived and are in the hands of the wealthy G7.
Swift has been conditioned to obey and is now the slave lover of a wealthy television mogul.
Doctor has given up his powers to the Frenchman who replaces him, who is ravaging the dream world and holding him prisoner in the form of a doll.
Angela has been deprived of her technological fluid by Machine and forced to live a false and degrading life, with an abusive husband and a myriad of degenerate children (all paid actors).
Jack Hawksmoor was set free in an American city, but with his IQ halved, unable to think.
Only Midnighter, who is believed to be dead, is actually free with Jenny Quantum and ready to fight back.

Midnighter infiltrates Career the same way Seth did, posing as a pizza delivery man.
His first victim is Street, whom he runs over and kills with his scooter.
Teuton is killed shortly before he tries to rape Apollo, whom Midnighter helps recover.
Unbeknownst to anyone, Jenny Quantum regains control of Career.
Midnighter kills all other members of the team, including Machine, before Seth arrives.
Seth beats Midnighter to death before Apollo can intervene, then threatens to kill Jenny as well.

Upon Machine's death, Swift regains her memories and control of her mind, also discovering the password to deactivate Seth.
Swift saves Angela and Jack, who can return to Career.
Apollo tries to kill Seth, but fails.
Before Swift can use what she's learned to deactivate Seth, the government hitman returns to Career and stops everyone from talking.
Jenny Quantum, however, utters her first words, pronouncing the password.
Seth is left in the hands of his perverted brothers, in the form of a chicken.
Apollo and Midnighter are finally able to get married and adopt Jenny Quantum.
