Beyond director Maxine Danger puts the Halifax project into action.
It is the use of super-villains to distract public opinion during the confrontation with the super-heroes, for their own purposes.
This is why Queen Goblin was created and freed, with orders to find Janine and destroy the hard drive with the confidential information stolen by Doctor Octopus.
Janine is with Mary Jane when Queen Goblin finds her, but Spider-Man (Ben Reilly) is not far away.
The hard drive is destroyed and the girls are safe, but Spider-Man refuses to fight Queen Goblin, who is left alone with Mary Jane.
Spider-Man's misbehavior is due to the recent brainwashing of Beyond.
Queen Goblin, although not revealed, is likely her psychologist, Dr. Kafka.

The former Spider-Man costumes are back on the scene, now worn by young super-heroes.
Hobie Brown, formerly of Prowler, is the president of a crowdfunding company that is bought by Beyond.
At first he tries to oppose him, but then he discovers that he has been paid 15 million dollars to liquidate him.
The huge expense incurred to buy such a small company makes him suspicious and he begins to investigate with his new costume, the Red Hornet.
He manages to break into the Beyond and steal the information, but is seen by Cassie St. Commons, the new Dusk, who now has seer powers.
The girl is looking for Johnny, another member of the Slingers, who disappeared after joining the Beyond.
They track him down in the “Kroatan Farm” a secret research project of the company.
Here they find Ricochet (Johnny) engaged in a confrontation with alien creatures arriving from a dimensional portal, flanked by the Beyond employees.
Ricochet has been hired by Beyond for a few hours, but the dimensional portal has distorted the time inside, so weeks have passed.
Red Hornet manages, with its scientific knowledge, to close it.
