The protagonist of this miniseries is Steve Rogers.
Bucky Barnes and Peggy Carter face off in Madripoor, exchanging accusations.
Bucky wants to know from Peggy if she is aware that she has been working for the Outer Circle since the end of World War II.
Peggy reacts by attacking Bucky and defeating him, but promises to find out the truth before leaving.
In Germany, meanwhile, Captain America manages to fend off the agent of the Machine, the Canceller, who wears an armor of adamantium.
When he descends into the basement of the Forge he discovers the laboratory where his shield was forged.
His creator, Doctor Boka Agboje, left him a message revealing the existence of the Outer Circle, for which he is working.
The shield is their secret symbol, but Steve Rogers represents the star and has never worked for them as they would have liked.
After the revelation Cap is attacked by the Machine, which destroys the laboratory.

In the United States, meanwhile, Falcon manages to free himself thanks to the help of the women held captive.
Captain America learns that the White Wolf wants to blame a biological terrorist attack on Wakanda.
He and the other immigrants have in fact been infected with a nerve gas, which will be activated thanks to vibranium.
The fight with Crossbones is interrupted by Black Panther, who attacks Sam Wilson as a spy.
