The heroes have been defeated and the United States is now ruled by Lex Luthor.
Batman also suffered defeat at the hands of Bane, who now rules Gotham City.
The police have been replaced by dangerous criminals, such as the Joker and the Riddler, while Batman has been replaced by a criminal, Thomas.
The real danger, which keeps all the heroes away from the city, is actually Gotham Girl (a costume similar to that of Robin), Batman's new partner, endowed with incredible super-powers.
Meanwhile, Bruce Wayne has left for the Himalayas, seeking advice, but falls into a trap and is injured.
Catwoman comes to save him.

Captain Atom attempts to enter Gotham City, but is easily defeated by Gotham Girl.
Some criminals not converted to Bane escape Arkham Asylum, but are joined by Batman.
