A team of former IO agents, declared dead, attack the Board of Directors of a company, eliminating everyone present.
Behind this company hides a former Russian general, Markov, intent on taking power in Russia and restoring communism.
Markov is secretly protected by IO director Craven.
During the operation one of the agents is killed.
The surviving agents are Redbird, GQ and Svetlana, supported by the young programmer Herbert.
After the operation they are attacked by Markov's agents, but manage to escape and set out in search of Colonel Crane, former commander of special operations in the IO.

The group of renegades track Colonel Crane to his hideout, but they are easily disarmed.
When Crane discovers that they are hunting Markov, he agrees to train and help them.
While the others train, Herbert builds a fighting robot to help them, Rod.

The IO track down Crane's hideout and send his former Razor team to capture him.
Crane manages to knock them out, while the rest of the group flees to safety.
Markov, meanwhile, is building Hammer armor to use against the Russian government.
The Black Ops tracked down his base and went into action, but were followed by the Razors.

Markov virtually connects with his new Hammer armor, while Rod goes into action against the Heaters.
The IO discover the link between Markov and a traitor within them and order the Heaters to retreat.
Colonel Crane and the Black Ops manage to eliminate Markov.
In the finale it is revealed that the Black Ops are aided by John Lynch, who intends to use them to face Ivana Baiul's DV8 ESPs.
