A new Nomad appears on the scene and Captain America wants to find out which side he is on.
The mysterious man in Cap's old costume seems well-meaning.
He is secretly plotting the Nihilist Order (led by a hooded man) and Ameridroid, a robotic version of Cap himself who was once a Nazi spy named Dekker.
During the launch of a film about Cap, the Nihilist Order makes an attack that Cap and Nomad foil.
Later it turns out that Nomad works for the Order.

The Avengers are looking for new members.
Thor asks Spider-Man, but he declines the offer.
Iron Man and Captain America convince Hawkeye to return to operation.
The Wasp wants a woman in the group and gathers The Invisible Woman, Dazzler, Spider-Woman, She-Hulk and Black Widow.
Suddenly they are attacked again by the Iron Marauder, who has no hope.
Eventually She-Hulk and Hawkeye are the new members of the team.

The members summoned are Box (Mr. Bochs), Diamond Lil, Flashback, Smart Alec and Wildchild.
The organizer of everything is Jerome Jaxon, a paralytic.
Vindicator faces Omega Flight in New York.
