Story out of continuity (published in the USA two years earlier), with supporting actors the Defenders.
Captain America's opponent is an organization made up of secret and government agents (under August Masters) who want to attack Russia.
To do this, they dusted off the inventions of Morgan MacNeil Hardy, who had created a reality alteration machine by exploiting the minds of four volunteers (on nr. 13).
They captured the two surviving volunteers (a black woman and a child), in addition to the Nottolone's ex-girlfriend, Mindy, to power up a telepathic attack to be directed against the Communists.
Captain America receives a telepathic call from the black woman, Ursula Richards, understanding the type of threat.
The save fails when Masters threatens to activate the machine.
The finale on American Comics nr. 28, always published by Star Comics, but not part of my collection!
