Captain America informs the Avengers that he wants revenge against the man who caused Bucky's death.
Just then, in a South American jungle, Baron Zemo discovers that Captain America has returned.
Zemo tells his assistant that Cap is the reason why he cannot remove the mask, having exposed it to the X sticker of his own invention.
Zemo hires three Avengers enemies to attack New York with the X sticker.
The Black Knight (Giant Man's enemy), Melter (Iron Man's enemy) and Radioactive Man (Thor's enemy) spread the X sticker all over the city, also trapping Captain America and Giant Man.
Wasp asks for help from Pete, the Glue Man, captured shortly before by the Human Torch.
To reduce his sentence, Pete makes his super-solvent available to the Avengers.
Captain America asks the Youth Brigade for help, which replaces adhesive X with solvent.
When the citizens of New York are free, the Avengers defeat the Lords of Evil and Zemo.
