A mysterious woman kills the President of the United States with a sniper rifle.
A Secret Service agent, Chris Royal, immediately springs into action, but fails to capture her.
Among the fallen agents, Royal notes that there are some strangers to his team.
Coincidentally, the agent manages to photograph the killer before she disappears.
Back at base he witnesses the arrest of the killer, but it is not the same woman he photographed.

With the help of Dr. Hackett, a colleague from the IT sector, Chris Royal discovers the identity of the sniper.
Kiva Ann Reed was recruited by the government to join a secret team serving the President of the United States, created by Carter, the ISA.
The team was chosen years later, but the agents were recycled into a new section called Direct Action.
The killer tries to erase Dr. Hackett's computer data, but in doing so they manage to track her down.
Without government support, Royal reaches her and attacks her, but is defeated.
Prisoner of Kiva, Chris discovers that the White House is in the hands of the underworld and the former agent is trying to eliminate everyone.
