Colonel Santini is appointed Stormwatch's new Weatherman by the United Nations.
As soon as he arrives in New York, the United Nations is attacked by terrorists.
Together with his second in command, Coleman, he manages to infiltrate the sewers and capture one of the terrorists.
Inside their section there is only Khalid Tefibi, an expert in technology and information technology, but there are no weapons and energy.

From the Stormwatch base, Santini manages to activate two other agents, the snipers Charles Cotesworth Pinckney, an Englishman, and Galena Golovin.
The two met by chance the night before and had sex.
Two more agents are contacted via Stormwatch's teleportation: Jaeger Weiss, a German, and Jukko Hamalainen, a Finn.
The latest member activated is an American military man, Cisco.
The operation to eliminate the terrorists and save the hostages seems to be going well, but a superhero arrives to ruin everything.

Because of the superhero, the seventeen-year-old Giant, some hostages are killed and Cisco is injured.
With the terrorists eliminated, Santini threatens Giant with death, using technology stolen from Henry Bendix.
Soon after the masked man escapes, Santini is teleported to a secret United Nations floor, where he meets the Secret Council that funds Stormwatch.
The Council threatens him with death if he does not secretly obey their orders, but Santini anticipates them and kills them.
The only one who escapes the massacre, not present, is their accomplice Ivana Baiul, who financed and armed the terrorists.
