Authority, after the death of Jenny Sparks, begins to solve international crises on the planet.
Their actions make them famous among the people, but attract the resentment of heads of state, including the President of the United States (Bill Clinton).
The Doctor explains to Jack Hawksmoor, the group's new leader, that Jenny has probably been reborn as a 21st century spirit, but he hasn't tracked her down yet.
Dr. Krigstein, head of a secret department of the American army, is also looking for the newborn, but to kill her.
The Doctor finds and rescues the little girl in Singapore, but is attacked by American super-agents, a dark version of Marvel's Avengers.

This is a trap set by Henry Bendix to capture Midnighter and Apollo, his creations who have escaped control.
Jenny intervenes and saves the two augmented beings, earning their gratitude.

Among the various objects found are an alien cloak, a lantern and two golden bracelets.
The cloak belongs to an alien child who arrived on a spaceship after the explosion of his home planet (Superman).
Captain Leather (The Human Torch) promptly kills the little alien.
The lantern belongs to a space policeman who came to Earth to protect it (Green Lantern).

Dr. Dowling (Mister Fantastic) is vivisecting him and delivers the energy-filled lantern to Henry Bendix, who is creating Stormwatch.
The Bracelets belong to the princess of a people hidden in the Atlantic Ocean for thousands of years and composed exclusively of women (Wonder Woman).
Kim (the Invisible Woman) kills the princess as soon as she emerges from the distortion field that hides her kingdom.
When Elijah Snow sees these objects, he decides to intervene.
